Once again, google books. This time "Plane Surveying", John Clayton
Tracy, 1911. Page 333 describes Lehmann's method in the chapter on
plane-table surveying. (An interesting topic of its own.)
Went looking for this, couldn't find anything downloadable that matched all 3 of those parameters. If you have access to it could you email a scan or a copy of page 333?
Reading the description, it would seem the method has little bearing
(sorry) on the az-intercept method. It appears to deal with az errors
while our issue is interecept (range to a surveyer) uncertainty.
I am not sure what "our issue" means - my understanding is that the current subject is the resolution of systematic error?
