I think this may be a Windows 7 issue, but I'm surprised it happens when closing, rather than when opening, a tool.  Try setting up Celestial Tools to "Run as Administrator".

The application starts up o.k. in Windows 7 on a Mac running Windows in Boot Camp and displays the tools menu. The few tools I tried seemed to work o.k. but when closing a tools window in a "Run-time error '75': Path/File access error". -- Richard Langley

Almost no functions work, and many interface elements are completely unreadable. The UI is basically broken. I am attaching an image showing three basic windows from your application, all of which are unreadable.

These are "user-interface" problems, and do not reflect on your calculation engine --which, quite honestly, I cannot access at this time. You probably need a much more modern VB development solution before you can put this out for actual "beta" testing. I haven't used "stand-alone VB" in over a decade though I program in VB.net every day and indeed the whole NavList forum is built on that framework. You need an upgrade. Have you installed any versions of Visual Studio? For this project, you could use one of the FREE editions.
