Marcel, I expect that H.O. 249 is put out by the naval observatory. Try going to http://aa.usno.navy.mil/ going to the "About AA" page and the "contact us" page. You also might poke around at http://www.nao.rl.ac.uk/. Also, I don't believe relative humidity has much influence on atmospheric refraction.
