    Re that this device is or might be, an acquaintance offered the following:

    1. I have shown the image to my grandfather and he feels that it is likely a solar line of sight compass.

    2. The thought also occurs that it may be a device for calculating rate or estimating speed/time of a course or leg.

    3. Well from a cursory examination of the illustration i would tend to think that it might be a device for converting scale ratios on maps, or perhaps to convert scalar distances to NM or Km etc...

    I have no idea myself, so I suppose that one might "take their pick".
