Hello!
Obviously, the tape is for obtaining the GHAAries for the date given. To account for the leap-year cycle - the tape is made four-years long in its date scale thus leaving out only the precession part of the date-to-GHAAries conversion process. It is not intended to be a "long-term/permanent" almanac, so within the limitations of conditions on a raft - the resulting accuracy is sufficient, at least for the several years after 1943.
