Voyaging outside US waters requires licensing the same as before. You need a station license for the boat specifying VHF and HF (SSB), etc. For international voyages, or for HF, you are also required to have an operators license known as the Restricted Permit. It's the kind you just sign your name for. Requirements are in Section 80.165, for the operator license requirements, and Section 81.13, for the station license requirements, of the FCC Rules.
