You asked the wrong horse. When I started teaching the Power Squadron class
in 1973, we used H.O. 229, and volumes were readily available. This was the
first year it was used, switching from H.O. 211. Knowing how rapidly the Power
Squadron makes decisions, I would presume that it existed before then. It
certainly took some time to prepare and print the course material.
