You certainly CAN interpolate if you want. The instructions tell you not to interpolate only because it's not strictly necessary for the stated accuracy of the tables. The tabulated azimuths are accurate, in the sense that they result from a proper trigonometric calculation, but of course they are rounded to the nearest degree. So if you're in a portion of the tables where the tabulated azimuths vary by more than a single degree from one entry to the next, there is some benefit from rounding if you choose to do so.
