If you google 'sourceforge celestial precomputation' you'll find a coding project that, among other things, generates a 249 look-alike. It's interesting to look at the decisions that the code makes to choose a 'good' set of stars, and consider whether there are automatic rules that would make the chioice closer to HO249.
