I'll vouch for "Celestial by Navimatics" and "Starstruck Navigation" (both Android). The former is my go-to app. The authors claim that, "All sight reduction algorithms are based on the algorithms described in the Nautical Almanac (Sight Reduction Procedures). Celestial object positions are predicted using software from the US Naval Observatory." Comparisons with the Nautical Almanac have not given me any reason to doubt these claims. Only downsides are no zoom function on the plot screen and a slightly clumsy UI. The latter is a neat app that even lets you use your device as a sextant, albeit a rather inaccurate one.
As a side note: I would've written reviews and rated these apps, But since I don't have a Google+ account...I'm not allowed to! >:(
As for PC programs I can vouch for Rodger Farley's Teacup program and Andres' Algorithms. Both feature not only the ability to plot LOPs, but COPs on a globe as well. I must say I find Rodger's UI a little friendlier, but IMO Andres' program is a *much* more powerful tool, rivaling (and in some areas even surpassing) expensive professional nav programs like Fugawi.
