Fred,
I just did a canned reverse reduction using the attached Naval Observatory data and got 0.0' intercepts for both Jupiter and Polaris using version 6.9 Palm Pilot program on my smart phone. Looks like you are subtracting refraction instead of adding to get back to the original Hs value. This would result in an incorrect intercept of 3.4' for Polaris and 2.6' for Jupiter.
