Frank seems to believe that traditional navigation's main relevance these days is as intellectual sport, rather than as serious position finding. This has been made clear often enough.
Therefore whether any particular technique is practical or not becomes irrelevant. Its all grist to the mill.
I don't agree with him, indeed I find it a slightly bizarre and peculiarly North American viewpoint - Technology will not fail, and if it does the answer is more technology - but I think this is what he is getting at.
