    It was clever of Andres to locate a web version of that paper. This took
    the original copy of the printed paper, from Journal of Navigation,
    complete with its Cambridge University Press copyright tag, and reissued it
    as a publicly available report from Flagstaff Observatory where one of the
    father-and-daughter authors is employed.
    
    Whether Flagstaff were legally entitled to do so depends on any transfer-of
    copyright agreement that has been made with CUP. That hardly concerns us,
    and Frank would be wise to take advantage of any resulting ambiguity to
    presume that the website version is now in the public domain.
    
    Frank wrote- "Those of you who paid money for the article, you may want to
    request a refund. Since the project appears to have been funded under US
    government grant money, it's likely that you should have been able to
    acquire it at no cost. Don't quote me on it --just something worth looking
    into." Those words are absurdly over-the-top, and can hardly have been
    intended to be taken seriously.

    Now that the paper is available to all members, it may be interesting to
    get some reactions, to see how they compare with my own. My reading of it
    resulted in a list of 14 questions to Bill Carter, of which four, or so,
    could be immediately settled by agreement. That leaves 10 or so which
    remain in some contention, after quite a bit of civilised correspondence
    between us.
    
    I haven't decided whether or not to send a response to Journal of
    Navigation. If I do, any relevant reaction from Navlist members could well
    be helpful.

    There's a copyright tag on it. Did you get it from a source that is
    legitimately outside copyright? No issue for your email to NavList as
    far as I know --but I need to make sure for the archive. If it's under
    copyright for certain, I have to delete the archive copy.
