A great deal would depend on what grade license your friend is talking about. The USCG has infiltrated the marine industry with so many "operators" licenses or certificates, which some folks inocently call "Captain's" licenses that your friend's information may be actually true at some level. I think I can assure you, however, that a real top"anywhere/anything" license would not be called a Captain's License, but rather a Master's License and is not available without examination - at least I sure hope so. Since I am long past possible retribution, I can now openly state the opinion that the USCG has endeavored to lower the stature of a US Merchant Marine Officer to that of a 2nd class USCG Petty Officer - there, I said it, and I'm glad.
