Yes Stan. When latitude and declination are contrary then there is no ambiguity. When latitude and declination are the same name then the correct quadrant is determined by comparing Hc or Ho to the prime vertical altitude (above or below).

The arc sin of (sin declination divided by sin latitude) = PV.
