    Historical experience seems to show that the only really effective
    way of fighting pirates is attacking their shore bases, rather than hanging
    individual pirates.
    
    Examples: G. Pompey Magnus operation in 68 BC, and operations against
    Barbary cost pirates in XVIII and XIX century).
