Randall,
Please give use the UT time and Hs of Moon upper limb or lower limb. You are omitting something in the correction of Hs. HP correction will be somewhere between 0 and 9.8' moa depending on HP parallax. Altitude correction will be between 10.9' and 62.8' moa then if an upper limb observation is made 30' is subtracted. Perhaps you have not subtracted the 30' from an upper limb observation. See the inside cover of the back page of the Nautical Almanac for detailed instructions on how to correct a Moon Hs.
