    Like everyone else I've been
captivated by the spectacle of a broad swath of glittering light reflected
from the moon across a calm sea, and have tried to use this light to make
altitude observations of the moon in the middle of the night, with mixed
    results.

The USPS teaches that a moon lit horizon will appear to be higher than it really is.  This should mean that your sight reductions should be "away" not "towards."  Is this what you have found?  I've never taken sights on a moon lit horizon so I'm curious what you have found.
