My new cell phone gets positioning data from GLONASS as well as GPS satellites.
Phone time on the latest Android OS is 1 second or less behind standard time while it had been 15 seconds ahead in previous Android phones. So we're back to where we were eight years ago, and phone time is once again good enough for celestial navigation purposes.

Is it just coincidence that GPS time as broadcast from satellites is currently 16 seconds ahead of UTC (and 15 seconds prior to this June)?
