My new cell phone gets positioning data from GLONASS as well as GPS satellites.
Phone time on the latest Android OS is 1 second or less behind standard time while it had been 15 seconds ahead in previous Android phones. So we're back to where we were eight years ago, and phone time is once again good enough for celestial navigation purposes.
Meanwhile, on an admin level, NavList messages are propagating very slowly today with at least one delay over six hours to some recipients. If it hasn't cleared up within 24 hours, I will investigate further.
