    Hi Andrew,
    
    That is the way the french deal with variation (declinaison)
    
    The basic formula being:
    True + Variation = Magnetic
    
    They consider :
    West variation as positive and
    East variation as negative
    
    So the negative East variation is added to True to get the Magnetic.
