    Hazardous cargo(liquids,gases and ammo)and marine inspection.Also,we haven't
    even touched on the  Engineering(QMED)crossover requirements.
    As for the min. testing requirements: Col Regs,ships stability and ALL
    navigation and pilotting 90 - 100% to pass.
    When a person sitting for a test(master 1600 g.t. and master + mates
    unlimited tonnage)one really has to know his/her material.This is because
    the questions and answers are sequential.By that I mean if you are wrong on
    one answer you have a very high probability of being wrong on every answer
    after that.
    To get my size ticket not only do I have to be qualified as 3rd/2nd or 1st
    officer of oceans but must also be qualified in the following:
    1.Able Bodied Seaman unlimited
    3.Damage Control
    4.Flashing Lights
    To obtain the "Oceans" endorsement on the ticket I must qualify in the
    1.Celestial Navigation unlimited
    2.Radar Observer unlimited(ARPA and non ARPA)
    3.Advanced Marine Firefighting and Management
    After qualifying for all the above I must hold STCW certs for the following
    for the license to be in effect:
    1.Bridge Resource Management
    2.Marine 1st aid
    3.Proficiancy in Survival Craft
    4.Proficiancy in Personal Survival
    5.Proficiancy in Marine Firefighting
    6.Social Responsibility
    7.Waste Management
    Most of these quals and certs must be renewed every 5 years.Only the Col
    Regs and the Cel Nav portions are not.Most of these certs and quals cost
    around $1,000.00 each to obtain.
    The Engineering people go through the same vetting process.
    One more thing:it is the officers' or rated's responsibility to upkeep his
    credentials!As you can see it is very expensive in both time and money to do

    I'll throw my 2 cents in the ring. Historically, the USCG accepted sea duty
    and tonnage in evaluating Naval officers or enlisted personnel's experience.
    But the USCG, never allowed the carry forward of Navy Qualifications to meet
    the various and sundry licensing requirements which included in part for
    licensed USMM officers:
    Col Regs
    Flashing Light
    Morse Code
    Radar Observer
    Ship Stability
    Damage Control
    Maritime Law
    Fire Fighting
    Navigation & Piloting
    Medicine & First Aid
    Cargo Handling
    Ship Construction
    Drug Testing
    Some of these, like the Col Reg's exam require a score of 90 or 100% to
    pass. I forget which.
    Doug, jump in here and add to this list please.
    The above was before STCW which the U.S. adopted probably as far back as the
    mid 1980's. but didn't implement until the 1990's. The acronym means
    Standards for Training and Certification of Watchkeeping personnel. Today,
    much of the qual's are achieved by going to highly specialized schools which
    in some cases, can sign off on lesser tonnage licenses, but not deep draft
    stuff like Doug is involved in. This shifting has created a new industry,
    and imposed on seafarer's very high personal costs to meet the new
    There are very few USN or USCG officers, who upon their retirement, have
    taken all the various tests and gone to all the various school to get
    Unlimited Master's papers. I'm sure there are more, but I only know of two,
    and they are very proud of this accomplishment.
    BTW, on a merchant ship's bridge, you are apt to find three watch standers,
    on a USN bridge, maybe 15.
