Derrick,
The Navigator's Newsletter is a paper put out by the Navigation Foundation. As I understand it (and I hope others will correct me) the Foundation was set up by the late Rear Admiral Tom Davies, and officers associated with him, as a nonprofit organization dedicated to keeping non-electronic navigation alive. Davies insisted there be no advertising and no salaries. It's kept alive by dues-paying members. You have to be a member (dues are $35 a year) to get the Newsletter or order back copies.

The director, Capt. Carraway, has his own life to live, and is often away, gallivanting around the world. So it may take a while to get a response.
