This is probably the explanation!  More seriously, I believe the Navy
advises using software to reduce sights, although one would wonder why
distribute them to the Navy at all if they can't get them out in a
timely manner.  I expect they can get them out to the ships in a timely
manner.

It does illustrate that with celestial, in the absence of computerized
ephemerides, we are as dependent upon the government as with GPS,
although not perhaps as vulnerable to physical neutralization of the
satellites.
