Nautical Almanac Sun Altitude Correction Question

I was surprised to see that the summed altitude correction (Refr/SD/HP) table for the Sun differs between the 2003 and 2005 editions of the Nautical Almanac (I don't have a 2004). I assumed this table would be the same from year to year, but it was pointed out to me that the "bracket" values around the correction values do indeed differ.
