Bruce,
Both books have the same information.  The USNO edition has nothing
to do with USNO, but is produced by an independent publisher who pays
a royalty to the UKHO for the data. USNO is taking action to prevent
the publisher from using their name on the cover, so you will
probably not see a 2013 edition from them. The blue cover (Commercial
Edition) is virtually the standard edition throughout the English
speaking world. The U.S Government edition is sometimes available,
and has the same content, but at a much higher price.
