I stand corrected. When Allan was describing the creation of the NASR, I
presumed that he was more than just involved. Paul is a more likely creator, in
that he was with the Naval Observatory, where Allan was with the Power Squadron.
I know Paul only in that he was the editor helping me with my paper in
Navigation. He was most helpful.
