I would think that the root cause for all of this kurtosis is the fact that celnav isn't conducted under universally consistent conditions.
I wonder what the distribution would look like if all of the observations were made under the exact same conditions?
I think that key here is to recognize the conditions at hand when you are making observations and realize the quality of the data you are collecting may not be very good.
