It specifically states that the corrections are contained in the NAV message and "should be automatically applied by your GPS." I am still wondering if anyone has seen a GPS that did not do so. I bought my first GPS, a Motorola Traxar, in 1989. It visibly inserted leap seconds on the second at midnight UTC (1900 EST). We went on the roof one New Years Eve and toasted the leap second with Champaigne. :-) Since the leap seconds cannot be predicted a long time in advance, the receiver can't have them preprogrammed.
