Cliff, I receive _Ocean Navigator_ but did not subscribe to their online subscription. I was still able to sign up for their newsletter. During the signup process, you are "encouraged" to subscribe to their online features, but it was not necessary to do so in order to receive their newsletter (unless they changed their policy in the last few months).
