A better location for posing this question and receiving recommandations would be within the geo community http://spatialnews.geocomm.com/community/ A possible tool may be ArcView which has a 60 days free trial use. Have a look here http://www.esri.com/software/arcgis/arcview/index.html Depending on the needs there may be other tools available. I'm unfortunately not any more up to date. I hope that helps.
