Hello:
It is a surveying device used to determine the
approximate slope of land. Usually it consists of a simple low power telescope
with an internal leveling bubble. The slope is determined
using the external scale. I recollect a common name is
inclinometer. Foresters and loggers use them. In the "olden" days it could
be quickly used to determine rough road layout.
If you look in a surveyors online catalog,
these "hand levels" are often found under "accessories". Another
name is Abney level. Hand levels have their place in rough
preliminary work. I've used one for locating rail trails when I
wanted to maintain a rough grade not to exceed 5%. After a rough layout to
minimize cut/fill a more detailed surveyed layout is done. It is the "poor
man's" aerial survey where topo can be evaluated over a wide area.
I've never seen such a nice hand
level.
