    A scanned attachment, ultra compressed as a jpg in black and white
    would take only 20-40 kB.  People have not complained when I have sent
    attachments of that size.  It's sending a 500 kB image that might upset
    people.
    
    My reading of the rules was that this was OK, as long as it's not an
    everyday thing.
    
    This is a problem with which I have struggled, and no simple answer
    presents.
