This book was discussed some months ago, you should be able to find these
messages in the Nav. List archive, some of them had the book title as the
Subject. If you want further information the author is (or was) a
    participant of this list.

to wonder why it wasn't done before, bringing together everything a
practical navigator (ie practising the art on a small boat on the briny)
    needs in one convenient book.
