I agree with you.
In fact, the Amiral Perrin recommanded this method for tropical navigation : for him, the hour angle for each observation could be equal, in minutes of time, to the meridan zenith distance in degrees.
The effect of a variation of declination is nigligible, but the correction for movement of the ship between the two observations was more comlicated.
