You should try making a wind hood for your artificial horizon. Check this archive link:
The 64' measurement that you did was done correctly. You measured 2 Sun diameters. The artificial horizon doesn't change how the sextant measures. Double check correction sequence: 1. Apply index correction to artificial horizon observation. 2. Divide by two. 3. Apply refraction and semi diameter correction for the halved value. Do not correct for height of eye.
