INTERNATIONAL RULE 23 (c)(ii) allows a power driven vessel less than 7 meters traveling less than 7 knots to display a single all-round white light and if practicable, also exhibit sidelights. The all-round light needs to be visible to a minimum of 2 nautical miles and the sidelights to a minimum of 1 nautical mile. Annex 1 describes the color specifications. If you chose to carry sidelights then Annex 1 requires the all-round light to be at least 1 meter higher than the sidelights. That's how I read the rules but interpretations vary.
