I was once told (by a much wiser sailor than myself) that it is important to know of dangers in the area you will be traveling. This includes knowing light configurations of vessels you may encounter. Collision Regs goes without saying. To make a point, there was an accident in Vancouver harbour in 1999 between a tug/barge and a Bayliner. Five people were killed in the collision. The skipper of the pleasure craft had no concept of navigation, right of way, ... M99W0133. It is everyone's responsibility to understand navigation issues and act in an appropriate, responsible fashion. Now that would lead to a more enjoyable time for everyone on the water.
