    No, they can be definitely downloaded from Google Books.

    A year of two ago, Google modified their books service to make it more useful for users with multiple devices and continuous Internet access. But let's assume here that "that's not for us". For users who prefer to have a local downloaded copy of a book (generally a pdf file), there is an extra step or two, but you can still download any and all of the linked books. It is NOT DIFFICULT, but I will do a step-by-step "walk-through"...

    First, I go to the NavList index of historical navigation works available online located here: http://www.fer3.com/arc/navbooks2.html. I know I want Lecky's Wrinkles, so I hit ctrl-F (in most browsers), type in Lecky, and there it is highlighted on the page (or I can just scroll down until I see Lecky in the index). I click the link that's says "Lecky's Wrinkles 1884" and it transfers me to the appropriate Google Books page. You notice here that there is a link for "ebook - free" --a bright red box towards the left. That's what you want, of course. They also provide links to get it in print, but you probably don't need that right now. Now here's the tricky part... hover or "float" your mouse over the red box. A set of links appear including "Download PDF". Click that. This will take you to a page where you have to solve a "captcha" to prove you're not a "bot" (=automated software collecting Google's files and slowing down their servers). So you type in the word, if you can figure it out, click "Submit" and seconds later your file begins downloading. That's all there is to it.

    Let's try another. I want the Bowditch from 1920. I click the link from the NavList index (above). I float my mouse over the red box. I click Download PDF. I enter the text to prove I'm not a "bot". My file starts downloading. Yep. Just that simple!
