    TAI - Temps Atomique International - International Atomic Clock Time

    Delta T = 32.184 + (TAI-UTC) - (UT1-UTC); 

    UT1 = UTC + (UT1-UTC)
    TT = TAI + 32.184 = UT1 + delta_t [s]
