    Herman,

    Equation of time on 2 march is -12 minutes 11 seconds of time so applied to 17 hours 00 minutes gives 16 hours 47 minutes 49 seconds. Mean Sun LAN is at 12  noon so subtract 12 hours from 16H47M49S = 4H47M49S.... then do arc to time for longitude 71° 57.2 W.  

    I have LAN occuring at UT 16:58:07 ( - 12 hours 12 minutes 11 seconds) for 4H45M56S ....arc to time longitude 71° 29.0' W

    A better way is to determine the GHA for the UT time of observed LAN.  The GHA is equal to west longitude ( If GHA > 180 then 360 - GHA = East longitude ).
