I have found that Gimp works OK for most image editing, not quite as good as others but enough, reason i mention it, Gimp is fairly competent when handling RAW format and it is free.
downside, it is better (stability wise) in Unix-like systems (Linux, Solaris, *BSD...),there are builds for Windows, sadly they do not test them before making them available for download (same code just compiled for Windows), from there the stability issues...
