It's conceivable that the USCG (and USN maybe) could issue a decree announcing that all weather data will henceforth be listed in SI units.
Sure, the Navy could switch to metric. During my career with the NAVY, we switched three times. At the beginning of the design process for a new class of ship, it would be declared this will be a metric ship. It would last until the admirals rotated, and the new one roared 'well how long is my ship in feet' and metric was gone again.
