With HO-229 you always have to chase around through the whole book  because of its arangement by LHA.

The 1962 edition of Bowditch (including the 1966
reprint) does not mention Pub 229 at all, but gives
extensive coverage of Pub 214. When I studied
Navigation in about 1967 (Navy ROTC), we were taught
Pub 214. My oldest volume of Pub 229 is dated 1970. I
did a search of abebooks.com and found 12 copies dated
1970, and zero copies with an earlier publication
date. I vote for 1970 as the date of first publication
for Pub 229.
