I recall reading - but cannot remember where - that in the early days of radio the BBC had a problem. There were a large number of words that had been used in print but never spoken. Everyone knew what the words meant but they had no need to say them out loud. So a committee was formed to decide on astandard pronounciations.
Of course this may be an urban myth - I must try and find the source.
