It's really not so unusual. France and Spain are "solidly" in the GMT time
zone, but they prefer to set their clocks ahead so that they're on central
European time. To me, the best reason for Indiana to adopt DST is to
appear less eccentric. Indiana has too many eccentricities as it is...

As I understand it, in the UK during the Second World War, they adopted
GMT+1 year-round and GMT+2 during the summer months. Apparently, this was called
"Double Summer Time". France and Spain basically have that today, too.
