I believe the decision turns not so much on the capacity to govern, as
the character of the man seeking that power.  As I understand the US
election process (I'm from Canada, but I did spend twenty years in the
US) most people try to choose the lesser of two evils.  A ballot cast
for any of the fringe party candidates ... Libertarian comes to mind
... would be a wasted vote, so their strategy is understandable.  That
leaves it between a Republican or a Democrat: Bush or Kerry.

Valor, or lack of it, is part of the character traits available to be
evaluated.  So is personal morality, or lack of that, when it becomes
public.
