    This is very much the correct approach.
     
    Fluid mechanic "guys" call devices like this "baffles".  I've tried to think about an ideal baffle or a form of honeycomb that further dissipates surface waves. Depending on the size of the "pool", smaller holes always dampen waves faster than larger holes. An inner and other ring of holes which are offset further dampens surface energy. I forsee a "patent pending".   Where I once worked we used a product called "horse hair".  It was a coarse intertwined strand -like material similar to coarse dish washing pads.  Stuff was amazing...waves entered the material and there was virtually no reflection!

    Here is an improved improvised artificial horizon. This generation still uses water and a plastic black coffee can lid as a backdrop. The lid is punched all around the edge so that water can freely communicate to the inner surface. This seems to level and decrease the time for a disturbed surface to settle. A smaller water container that is just larger than the lid seems to help centering.

    Improvised Artificial Horizon

    A mornings worth of CN trials with various improvised artificial horizon fabrications ended successfully with a square plastic container half filled with water that has a black plastic coffee can lid floating just at the surface. The black plastic lid seems to dampen out surface waves within the container. Results have been good (better than 2 moa). If in freezing conditions then I suggest substituting vodka for water ;-) Oil is better than water but messy.
