I once used a dark green bird bath 50 % filled with coarse dark aggregate (very porous to dampen waves) and water just over the aggregate. Worked ok but needed more tinkering.

    Subject: [NavList] Improvised Artificial Horizon

A mornings worth of CN trials with various improvised artificial horizon fabrications ended successfully with a square plastic container half filled with water that has a black plastic coffee can lid floating just at the surface. The black plastic lid seems to dampen out surface waves within the container. Results have been good (better than 2 moa). If in freezing conditions then I suggest substituting vodka for water ;-) Oil is better than water but messy.
