Hi Will, There is a NCEP site http://www.cdc.noaa.gov/coads/ncep_obs/ on the net somewhere that has an archive of all maritime observational data since 1990. I've downloaded them and burned them on a CD; besides I have written a messy program that extracts some of the data and then draws a pilot chart for a specified region and time window. The data in the files do not include sea state or storm tracks; however if you shop around a bit I think you will be able to find those too.
